Neighborhood Preservation Act of 2011

LA Bank Owned HomesTowards the end of July, the Neighborhood Preservation Act of 2011 was re-introduced and proposed by California Congressman, Gary Miller. Originally introduced in May 2009, the Neighborhood Preservation Act hopes to allow banks, as well as government sponsored entities Freddie Mac and Fannie Mae, to lease foreclosed properties to either the previous owner or another individual for up to five years. Once the lease is up, the tenant would be allowed the opportunity to purchase the property.  Some of the proposed benefits of the Neighborhood Preservation Act of 2011 are:

  • Former property owners are given the opportunity to remain in the home
  • Allowing someone to live in the home would contribute to the property’s upkeep, therefore preserving the home’s value
  • A lower inventory of foreclosed/vacant homes would help to stabilize home values

LOS ANGELES HOME PRICES RISE AFTER SECOND SLUMP IN THE HOUSING MARKET

As we trek through a second slump in the housing market, there has been a slight boost in sales across the nation in the second quarter of this year, with home prices boosting 1% in 20 major metropolitan cities. Homes sales naturally tend to increase in the Spring, but compared to last year, home prices slide 4.5% during May 2010.

One factor keeping housing weak is the high number of homes in foreclosure or headed into the foreclosure process. Then there’s the stalled jobs market, weak consumer confidence in the economy’s direction and the significant number of people saddled with mortgage debt that exceeds the value of their homes.

Although it won’t likely be an improvement in the housing market that will turn the economy around, a boost in homes sales improves consumers views of the economy. Improved consumer confidence means increased spending, which will contribute to pulling us out of the recession.
